Shagari’s regime (1979-1983), incurred Buhari’s wrath when it decided to investigate the US$2.8 billion (current value $68billion) that disappeared from the Midland Bank, London account of the Nigerian National Petroleum Cooperation, (NNPC), during General Obasanjo’s era as military head of state that preceded Shagari’s.

Dr. Olusola Saraki, Turaki of Ilorin, was the majority party leader of the Senate at the time and he headed the Senate Committee set up to trace the stolen money after some three years of clamour for such an investigation by members of the civil society. The money was traced to the Midland Bank London branch fixed account of Buhari, Obasanjo’s appointee as military head of the Nigerian National Petroleum Company.
The Committee’s report was presented to the Senate during the tail end of Shagari’s regime in 1983, so the House decided to deal with the matter soon after the 1983 general elections.

The attempt at civilian-to-civilian transition provided the fillip for mayhem at the time. The elections were marred by massive rigging because incumbent political office holders were refusing to slacken their stranglehold on Nigeria Plc., mortgaged as the leaders private property. On the 31st December, 1983, Buhari struck under the cover of the political commotion that trailed the presidential election results. Buhari generally had no agenda for leadership but vendetta against those he called critics and rabble-rousers. Buhari did not see any moral wrong in his conversion of our oil money into his personal use.
Rather he railed at the press and what he described as the self-righteous sections of the country for making a big deal out of the issue. He locked up without trial, politicians and critics including Fela Anikulapo-Kuti, notorious for clamouring for the exposure of the oil money rogue.
Satire saved my neck at the time. Vera Ifudu, who was an NTA reporter then, was sacked through his prodding as military ruler, for reporting what Dr. Olusola Saraki had told her in an interview about how the missing money was traced to Buhari’s account at a Midland Bank London branch. Vera eventually won her case of wrongful dismissal in court against the NTA and was financially compensated.

Abacha rehabilitated Buhari with the chairmanship of the Petroleum Trust Fund (PTF) before he (Abacha) died in 1998. When Obasanjo returned to power in May 1999 as civilian president, he found that over 2.5 billion naira had not been properly accounted for in the PTF and that there was not much on the ground to show for the colossal expenditure the agency was claiming.

On the day Obasanjo announced the scrapping of the PTF, a non-staff brother-in-law of the boss, allegedly serving as his conduit on some PTF projects, died suddenly from what appeared to be heart failure. Haruna Adamu, who was appointed by Obasanjo to investigate the PTF before finally consigning it to the dung heap, allegedly quickly pocketed one hundred million naira (N100million) of PTF’s money before operating table could be set up for him, thus forcing Obasanjo to hurriedly close the place down without further investigations.
Buhari has been trying desperately since to return to power, perhaps to get a chance to shred the PTF documents? –

Shocking Revelation: Davis Bares All on Ihejirika, Modu Sheriff And Boko Haram Funding Through CBN Official

A large chunk of the finances of Boko Haram may be passing through the Central Bank of Nigeria (CBN), an Australian with close links to the militant group has told TheCable.

Dr Stephen Davis, who was in Nigeria for four months trying to negotiate with Boko Haram to release the kidnapped Chibok schoolgirls, said Boko Haram commanders told him a senior CBN official, who cannot be named by TheCable for legal reasons, was fully involved in the funding of the insurgency.

Davis, who spoke with TheCable on phone from Australia in his first interview with a Nigerian journalist, said Western countries could not trace the majority of the source of funding to Boko Haram because “it is done through a legal channel, through the gatekeeper, the CBN, and that makes it very easy to cover up”. He said Boko Haram commanders told him a senior CBN official, who currently works in the bank’s currency operations division, was the one handling the transactions.

“One of the biggest of suppliers of arms and military uniforms to the JAS (Jama’atu Ahlis Sunna Lidda’awati wal-Jihad, better known as Boko Haram) currently lives in Cairo, Egypt. He is the recipient of money sent by political sponsors from Nigeria. The funds go through the CBN’s financial system and appear to be a legal transaction.

“Meanwhile, the CBN official who handles the funding is an uncle to three of those arrested in connection with the Nyanya bombings. The three boys lived with him. They were arrested by the SSS (Department of State Security) after the bombings but they do not seem to have been interrogated about their uncle in CBN. Or if they have given up information about their uncle then the SSS has not moved against him.”

“Also, a senior official of CBN, who recently left the bank, was very close to Sodiq Aminu Ogwuche, the mastermind of the Nyanya bombings who also schooled in Sudan. Boko haram commanders said Ogwuche’s wife used to visit this top official in his office at the headquarters of the bank in Abuja before the Nyanya bombings. They were very close,” Davis said.

The former Canon Emeritus at Coventry Cathedral, UK, said he decided to come out to speak now because the Nigerian authorities were not acting fast and he was heart-broken by the evils being done to the kidnapped Chibok girls and the many other girls and boys being kidnapped. “I have three daughters. I just cannot stand the thought of what those girls are passing through. I have spoken to an escapee who described how she was being raped for 40 days by militants. I can’t stand it. It is heart-breaking.

Nigerian authorities must act decisively now,” he said, revealing that he spent “days and weeks” with commanders of Boko Haram in the north-east during his time in Nigeria. Davis, 63, holds a PhD in political geography from the University of Melbourne, Australia. Below are excerpts from the exclusive interview with TheCable.

TheCable: Can you share with us your experience with Boko Haram leaders?

Davis: Let me take you back a bit. I specialise in negotiation. It may interest you to know that I have been involved in peace negotiations in Nigeria since 2004 when President Olusegun Obasanjo invited me to intervene in the Niger Delta crisis. 

 

With a local Nigerian colleague, I spoke with Asari Dokubo and took him to Obasanjo at the Presidential Villa in Abuja. Because Asari is a Muslim, the Muslim boys in the north heard about me and warmed up to me. I did a report in 2005 on the threat of extremism among young northern Muslims. Obasanjo’s security chiefs dismissed the report with a wave of the hand. They said no such thing existed. In 2007, President Umaru Musa Yar’Adua, who desired to end the militancy in the Niger Delta, invited me and made me presidential envoy. I toured all the northern states. I went to the country’s borders. I came back with a report that there were some budding sects in the north.

The national security adviser (NSA) at the time, Aliyu Mohammed Gusau, dismissed the report. He said they didn’t exist. A succession of NSAs dismissed all these reports and allowed the groups to flourish. By the time President Goodluck Jonathan came to power in 2011, these groups had spread all over the north. They had cells and commanders in 16 out of the 19 northern states.

President Jonathan called me and sought my opinion on the best way to tackle the militancy and bring it to an end. I knew many of the leaders. I spoke with them. They trusted me. They initially wanted to kill me. They thought I was an American but I told them I was not. They also thought I was British but I said I was not. I told them I was an Australian. They relaxed. I don’t know why but they became more accommodating. They became friendly and, gradually, we built the trust. They started feeling free with me. I don’t call them Boko Haram.

I call them JAS. People call them Boko Haram. They don’t call themselves Boko Haram. TheCable: What deal were you seeking under Jonathan’s mandate? Davis: The president wanted peace. He asked me to discuss with them so that we could arrive at the terms of peace. They came up with some terms that were acceptable and others that were not acceptable.

TheCable: What were those terms?

Davis: They wanted training for the widows of their deceased fighters. They asked the government to give these women cottage training. They, ironically, wanted education for the children of their deceased members. That is why I don’t call them Boko Haram (“Western education is a taboo”). They asked that the children be sent to school. They also wanted the government to rebuild villages that were destroyed by the security agencies. They asked for amnesty as well.

TheCable: What terms were unacceptable?

Davis: The president said he would not grant amnesty in the sense that they meant it. He said those who surrendered their arms would not be prosecuted, but those who continued to commit more crimes would face the law and would be charged with treason. They also wanted women and children who were being held in custody to be released. Their leaders that I spoke with were ready to accept the conditions. But the NSA then, Gen. Owoye Azazi, went vehemently against it. He said there should be no negotiation with terrorists. He completely turned the military against the peace deal I was working on, even though we were very close to bringing an end to the insurgency the same way we did it in the Niger Delta.

The military then refused to back the deal. They succeeded in convincing the president not to accept it. I could understand where they were coming from: the security budget was like $6 billion and any peace deal would seriously reduce their budget.

TheCable: How did you become involved in the negotiation for the release of the Chibok schoolgirls?

Davis: Because I had built trust among the militants, I made calls to them when I heard about the abductions. They confirmed to me that the girls were with them. I came to Nigeria in late April (the girls were abducted on April 14). I told the president I would try to intervene and help get the girls out. He said he would give me the needed support if I wanted. However, what I discovered was that thrice we tried to get the girls released, and thrice my efforts were sabotaged. That was when I now realised that some politicians were also involved in the insurgency. There were the remnants of those involved in the former peace deal as well as a political arm and what I call the ritual arm which specialises in butchering human beings.

While I was making efforts to get the girls released, the political backers of the group threatened that if I got 30 or 40 girls out, the militants would kidnap another 60 to replace them. I became very frustrated. They threatened that any commander of the group who agreed to participate in any dialogue would be slaughtered by other commanders. The political sponsors are very powerful because they supply the finances and the arms. Until they are cut off from the group, those girls will not be released. We are talking about 200 Chibok schoolgirls, but there are over 300 other girls that have been kidnapped. There are many young men that they also kidnapped and turned them against their families. They asked them to go and slaughter their family members and they are doing it. Nobody is talking about those ones. They are the new child soldiers.

TheCable: How can we get these girls released?

Davis: The first thing is to stop the bagman who supplies weapons and military uniforms. We know his name, location and associates. If the man is stopped, the slaughterers, the ritual arm of the group, would be demobilised. The girls can be released afterwards. This man controls these ritualists.

TheCable: Was there really any deal to release the girls?

Davis: Yes, there was. Some commanders of the group told me that they would first release 100 of the girls and that would be the first step towards dialogue. They needed a guarantee from President Jonathan that they would not be arrested or prosecuted if they showed up for dialogue. They agreed with me that if they did that and no one was arrested, then they would return to the camps to release the rest of the girls.

TheCable: In all your discussions, did they name their sponsors?

Davis: They named the man who lives in Cairo. He is of the Kanuri tribe. He passes arms, ammunition and uniforms to them. The CBN official who handles the funding (name withheld by TheCable for legal reasons) is an uncle to three of those arrested in connection with the Nyanya bombings. The three boys lived with him. They were arrested by the SSS (Department of State Security) after the bombings but they are yet to be interrogated about their uncle. The official still works with the CBN. He is still there. He works in currency operations. He knows how to handle the transaction in a way that it can never be traced.

Western countries are frustrated that they cannot trace the funding. How can they when it is passed on legally, through the gatekeeper, through the CBN? Also, a senior official of CBN, who recently left the bank, was very close to Sodiq Aminu Ogwuche, the mastermind of the Nyanya bombings who also schooled in Sudan.

Ogwuche’s wife used to visit this official in his office at the headquarters in Abuja before the bombings. They were very close. Don’t forget that the CBN official who handles the transactions also used to report to his superior, the official who recently left the bank.

Also, there is a politician who was supplying operational vehicles for the suicide bombers. He gave them Hilux vans. He is a prominent politician. If the president goes after these guys, they will say it is political. That is part of the problem. Everybody will say the president is going after his political opponents, especially as there is a general election next year.

The militants also named the former governor of Borno State, Ali Modu Sheriff. In 2003 and 2007, Sheriff was very close to them.

He used them for his elections. They worked for him. However, in 2007, the leader of the group, Muhammed Yusuf, collected money from Sheriff in return for support. Yusuf’s mentor, Ja’afar Mahmud Adam, exposed and criticised him for collecting money from Sheriff, and Yusuf ordered his killing in April 2007. But eventually, Yusuf and Sheriff fell out. However, it is acknowledged that Sheriff was and is a major financier of the group. He pays for young men to go for lesser hajj. From there they are recruited into the group. They interact freely with the Al-Shabbab militants from Somalia. They are trained by Al-Shabbab. Some of them go to Mali for training.

These guys are in touch with the ISIS (the Islamic State of Iraq and the Levant, which now simply calls itself Islamic State and controls parts of Iraq). They are deadly. They share the same philosophy. The militant commanders I spoke with also named a former army chief as one of their sponsors.

You have senior military officers who are benefiting from the insurgency because of the security budget. It pays them to keep the insurgency going so that they can continue to make money. I asked them several times who the army chief was and they told me it is… (name withheld by TheCable for legal reasons).

Gwoza Boko Haram Use Captured Policemen As Trainers

According to NewsNaij.com, Disturbing news come from Gwoza town in Borno state, as Boko Haram members now allegedly use captured police college as their training grounds and its instructors as teachers.

The college is a riot police academy in Liman Kara, on the outskirts of Gwoza. It was overrun by terrorists on August 20, 2014, Wednesday. The attack left dozens of people dead, while 35 policemen were declared missing.

Mr. Gideon Obasogie, who is the Director, Catholic Social Communications, Maiduguri Diocese of the Catholic Church, shed some light on the fate of the missing officers in an interview with Punch on August 29, 2014, Friday.

According to his information, the police instructors are alive, at least those of them who have agreed to cooperate with the dreaded sect.

“The world must know the truth. People were captured and taken to the police training ground for serious training as combatants. It is now one of their strongest bases,” Obasogie stated.

Lagos-At least 39 foreign nationals were ,yesterday, arrested by Police and Immigration officers in two hotels on Lagos Island.
It was gathered that they were arrested following a tip-off by some residents of the area over fears of the spread of Ebola virus disease.

Upon receiving the report, the Area Commander, Imohimi Edgal, an Assistant Commissioner of Police (ACP), Area A Command, Lion Building, contacted Immigration and Health officials who stormed Benin Hotel and an unamed guest house, situated on Atere street and effected the arrest of the foreigners,  35 of whom are citizens of the Democratic Republic of Congo, while the rest are Sierra Leoneian nationals.

A police source said the Immigration officials will determine if the suspects are legally residing in the country while the Health officials will determine their health status. He also added that all the hotels in the area have been placed under surveillance.

It will be recalled that  six (6) people have died from the Ebola Virus Disease (EVD)  in the country. The total number of reported cases is fifteen(15) after the Liberian-American Patrick Sawyer flew into the country with the virus on July 20th and was admitted into a Lagos hospital.

China’s first anti-Ebola drug JK-05 approved for production

Beijing, Aug 29: China’s first Ebola drug has recently obtained manufacturing approval from the General Department of Logistics of Chinese People’s Liberation Army (PLA) as a special medication for the PLA. The drug named “JK-05″ is the country’s first drug for the treatment of the deadly Ebola virus, and has been developed by the Institute of Microbiology Epidemiology under Academy of Military Medical Sciences.

The research team in the institute, headed by Professor Wang Hongquan, spent the last five years studying the prevention and treatment of the Ebola virus, the most virulent viral diseases known to humankind, according to the World Health Organization (WHO).

“JK-05 is a micro-molecular chemical, and its pharmacological mechanism is to selectively contain the RNA polymerase of the Ebola virus so as to inhibit virus replication,” said Professor Wang.

The drug JK-05 shows anti-Ebola activity during cell experiments and testing on animals, according to Wang’s study. It has also completed pre-clinical testing as well as a clinical safety evaluation.Wang stressed that the application of JK-05 for Ebola treatment is only allowed in emergency situations at the present time.

No Ebola cases have been reported in China, but over 1,300 people in West Africa have already lost their lives to the virus. There is no preventive vaccination or effective drug yet.

Barely a week after declaring GWOZA town in the troubled northeastern state of Borno  an Islamic Caliphate by the Boko Haram insurgents, the extremists are said to have started beheading  every Christian man available in the areas, while their wives have been forced into Islam and given out in marriage to the sect members. 

This was revealed by the Director, Social Communications of the Catholic Diocese of Maiduguri, Thursday, in an electronic statement to Journalists in Maiduguri, the Borno state capital. According to the statements, the Islamist terrorist group, Boko Haram has advanced greatly in their rampage and killings, to the extent of declaring a Caliphate in Gwoza LGA of Borno State, a town bordering Borno and Adamawa states. “As it is well known, the catholic diocese of Maiduguri covers the whole of Yobe, Borno and Adamawa States, the three states under strict emergency rule. Apart from the churches within Maiduguri that have great share of such attacks by the terrorists group, all the churches on the major road linking maiduguri and Adamawa state have been shut down due to activities of the insurgents.” The statement reads.

It further stated that, “St Timothy’s Bama has been under siege since last year. The Parish Priest, Rev. Fr. Timothy Cosmas had long been relocated to a different Parish. At the early part of this year, St. Peter’s Pulka was badly attacked. Thanks to God that, Fr. James John was luckily unavailable. The terrorists searched and wanted to kill the holy Priest of God. “Lately, precisely on Friday, August 22, 2014, the dreaded group had moved steadily and yet more boldly into Gwoza which is in Borno state and the neighboring Madagali LGA in Adamawa State, declaring a caliphate. “The assisting Priest of St. Denis Madagali, Fr. Aiden Ibrahim fled the Parish with some of his parishioners to the mountains, upon hearing serious fire battle from the terrorists. “Since the curfew declared was dusk to dawn, they had to travel on foot through the mountains until they got to Michika, a neighboring LGA where movement was free.

Since then, Madagali and Gwoza have been under siege and strictly controlled by the Boko Haram sects.” Giving the current situation in Madagali, the statement stated: “Madagali is a local government that borders Borno and Adamawa states, the closest town to Gwoza . It has a large number of Catholics, and members of other Christian denominations, and a good number of Muslims. “It is quite clear that terrorism has no friend, but it is abundantly clear that the Christians are worst hit. It might surprise you to know that no one knows the state of affairs in this terrorist zone. “Reports reaching the Director Social Communications, Rev. Fr. Gideon Obasogie in Maiduguri has it that the Whole town and the Parish rectory have been occupied by the terrorists, so many structures and items have been vandalized. “Dozens have been killed and a lot of church structures have been burnt down. Christians in the town are really in a terrible situation; a moment of great persecution. “Christian men were caught and beheaded, the women were forced to become Muslims and were taken as wives to the terrorists. “The houses of Christians that have fled are now occupied by the Haramists . “Their cars are used by the terrorists. Some Boko Haram sympathizers around the town showed the terrorists Christian homes, and Christians hiding were also identified and killed. “Strict Sharia Law has been promulgated, as observed by a woman who luckily escaped from the dead zone. “The situation as it is now has really and truly gone out of control. Yesterday, 28th August 2014, the remains of Former Minister of Information and Communication Prof. Mrs Dora Nkem Akunyili was finally committed to mother earth at her husband’s home town, Agulu, Aniocha Local government, Anambra state. Her body was interred at exactly 2.15pm in the family compound.

Before the interment, a requiem mass which was solemnized by at least 27 Catholic Bishops and over 150 other priests was held at the Madonna’s Catholic Church of the town. The service was filled to the brim with people outside the church outnumbering those inside the church premises.

Many prominent Nigerians honored the deceased among whom are –the former Head of State, Gen. Yakubu Gowon(rtd), his wife Victoria, former Vice President Alex Ekwueme and wife Beatrice and wife of former President Olusegun Obasanjo, Bola, Governor Rochas Okorocha(Imo) and Isah Yuguda(Bauchi).

Also in attendance were for Governors Chukwuemeka Ezeife, Peter Obi, Senator Chris Ngige, Virgy Etiaba, Governor of Akwaibom Goodwill Akpabio , Minister of Information and Communication, Labaran Maku, Mrs Uche Ekwunife, Chief Victor Umeh of APGA and many others.

Earlier on Wednesday, the remains of Prof Dora Akunyili had arrived Awka where indigenes of the state had gathered at the Women’s Development Center to pay tribute to the Amazon. The Anambra State Governor, Chief Willie Obiano expressed how bitter he is over the death of Dora which he described as a loss to the entire Anambra people and Nigeria at large. He disclosed to the audience that he had concluded an arrangement to name Prof Dora Akuyili as the State’s Ambassador Plenipotentiary before her death. Her husband, Dr Chikelu Akunyili recollected:

“I remember when she was running for the senate, in our community, she had over 10,000 votes, and some ballot papers were remaining, and when APGA people came to her and said they wanted to thumbprint on the left over papers, she effused and said’what will I tell my God.”

“She was forthright to point of death, and for those who think that she is a hater of the Igbos, I can only say sorry to them. She is one person who believes in doing things right, to the point that she even sacked my immediate younger brother from NAFDAC during her days.”

May her gentle soul rest in peace.

JUSTINA OBI, ANOTHER NURSE DIES OF EBOLA

In a joint press briefing yesterday, Minister of Health, Professor Onyebuchi chukwu confirmed the death of a nurse, Justina Obi Echelonu, 25, who hails from Mbaise in Imo State and one of the primary contacts who participated in the initial management of the index case, late American-Liberian, Patrick Sawyer, at the First Consultant Hospital, Obalende, Lagos. Justina who graduated from the Department of Nursing Science in Ebonyi State University, Abakaliki had previously worked at Otunba Tunwase National Paediatric Centre, Ijebu-Ode in Ogun State before relocating to Lagos to take up appointment with First Consultants Hospital.

The minister disclosed that another of the doctors who treated the late Patrick Sawyer tested positive to the deadly virus, said Nigeria has now recorded 10 confirmed cases of Ebola Virus Disease, EVD, of which four have died and six are currently under treatment.

“The total number of persons under surveillance in Lagos is now 169. These are all secondary contacts as all the primary contacts have completed the 21-day incubation period and have been de-listed to resume their normal lives.

Also in a statement issued yesterday, the Abia State Governor, Theodore Orji commended the late nurse for her selfless service to the nation and prayed for the repose of the dead.

On behalf of my family, the Government and the good people of Abia State, I commiserate with family, friends and colleagues of our dear lady nurse, Justina Echelonu, who died following the contact she had with the American-Liberian, Mr. Patrick Sawyer, in the course of discharging her duty as a nurse. I pray God to give them the fortitude to bear this tragic and irreparable loss. Rest in Peace Ms Justina Echelonu.”
